En el caso de que el Gobierno Nacional no atienda prontamente al cumplimiento de la presente Ley, autorizase al Departamento del Tolima para continuar la construcción de la carretera, quedando la Nación obligada a pagarle las sumas invertidas, según las cuentas de gastos que al efecto presente.
