Los cajeros, pagadores de establecimientos bancarios ó industriales, y en general toda persona que al expedir publica o privadamente cualquier documento de los que deben llevar estampilla omitieren esta formalidad, incurrirán en una multa de cincuenta centavos á diez pesos, más el valor de las estampillas por cada omisión; y los que recibieren los documentos así penados, incurrían en una multa del doble del valor de las estampillas.
