Artículo quinto . El Núcleo de Desarrollo Educativo es una agrupación de establecimientos localizados en un área determinada que constituye la base del sistema educativo a, nivel local. El núcleo comprende, además, las comunidades ubicadas dentro de dicho contexto geográfico con características sociales, económicas y culturales similares.
