La suma de que trata el artículo anterior será distribuida por una Junta especial compuesta por un representante del Ministerio de Obras Públicas, un representante de la Contraloría General de la República, el Personero y el Alcalde Municipales: y su manejo estará a cargo del Tesorero del Municipio, quien tendrá obligación de afianzarlo y rendir cuentas comprobadas ante la Contraloría General de la República. Dicha Junta dispondrá el porcentaje del auxilio que ha de aplicarse a cada una de las obras mencionadas.
