Los Gobernadores, Intendentes, Comisarios y todos aquellos funcionarios que tengan la facultad de hacer adjudicaciones y aportes, de otorgar permisos o de celebrar contratos de arrendamiento o de concesión, no podrán perfeccionar tales actos mientras no hayan recibido del Ministerio de Minas y Petróleos el texto completo de las cláusulas acordadas con los beneficiarios sobre las materias a que se refieren los dos artículos precedentes.
