° El monto total del quince por ciento (15 por 100) de las recompensas decretadas de conformidad con el artículo 1o. de la ley 7a. de 1938, constituye el fondo especial de auxilios que será distribuido por el ministerio de guerra, en el orden de prelación establecido en el código civil y las leyes que lo adicionan y reforman, entre las viudas e hijos legítimos o naturales de los veteranos muertos antes de la sanción de aquella ley.
