Art. 92. Cuando no pueda obtenerse de un responsable del Erario ni de sus fiadores, albaceas ni herederos la formación de una cuenta, el Presidente de la Oficina general dispondrá, de acuerdo con el Gobernador del respectivo Departamento, que se forme por tanteo por los empleados superiores de la Oficina a que corresponda la cuenta, ó por otra persona hábil al efecto, nombrada por el mismo Presidente.
