Art. 7.° Los funcionarios que intervengan un la formación del censo, tendrán el mayor escrúpulo en la fijación del número de habitantes, sin que un mal entendido patriotismo, el deseo de subsanar deficiencias que sospechen haber ocurrido en distintas localidades, o consideraciones de otro género, los muevan a aumentar los resultados, pues sería altamente perjudicial a la dignidad del Gobierno que el Congreso sancionara de buena fe, dando su aprobación en vista de documentos legales, irregularidades que pudieran ser justamente censuradas por la opinión pública fundada en pruebas irrecusables de otro carácter.
