Art. 15. El Ministro de Guerra y todas las autoridades Civiles y Militares expedirán los más amplios y seguros salvoconductos á favor de los individuos y vehículos que conduzcan frutos de exportación por las vías terrestres y fluviales. Dichas autoridades prestarán á los citados individuos y vehículos toda clase de facilidades y garantías, y no podrán detener, ni menos expropiar, los frutos que ellos conduzcan.
