Artículo primero . La administración educativa en los departamentos, intendencias, comisarías y en el Distrito Especial de Bogotá, se organizará a partir de la fecha de, expedición del presente Decreto en Núcleos de Desarrollo Educativo y Distritos Educativos, en acuerdo con la conceptualización y metodología que establezca el Ministerio de Educación Nacional en desarrollo del programa "Mapa Educativo".
