Cada uno de los Ministros del Despacho presentará los proyectos de ley relacionados con las reformas que habrán de indicar en el informe anual que deben presentar al Congreso. Al fin de dichos informes harán una recapitulación de las leyes vigentes en relación con el respectivo ramo administrativo, y harán, además, una exposición clara sobre las disposiciones que, sin haber sido derogadas expresamente, se consideren insubsistentes y de las reformadas o subrogadas por otras.
