El Consejo formulará sus recomendaciones teniendo en cuenta los preceptos ambientales establecidos en la Constitución Nacional, los principios y las disposiciones de la Ley 99 de 1993, los objetivos y metas del Plan Nacional de Desarrollo y los documentos de política ambiental oficialmente adoptados por el Gobierno. Este Consejo podrá efectuar la evaluación de políticas, normas y proyectos de reglamentaciones expedidas por el Ministerio en coordinación con otros Ministerios, entidades públicas y organizaciones o agremiaciones privadas.
