Los distribuidores mayoristas, los transportadores, los grandes consumidores y los distribuidores minoristas deberán aplicar el procedimiento de "Detección" desarrollado por Ecopetrol a los combustibles que pretendan recibir de su respectivo agente suministrador en la cadena de comercialización y, así mismo, certificar su recibo a satisfacción asumiendo toda responsabilidad sobre el combustible recibido.
