De conformidad con lo previsto en los numerales 11 y 20 del artículo 76 de la Constitución, autorizase al Gobierno Nacional para garantizar, en calidad de codeudor solidario, los contratos de préstamos que celebre la Empresa de Cementos Boyacá S. A. con entidades de crédito, hasta por un valor de US$2.500.000, amortizables en las condiciones y términos usuales en esta clase de operaciones.
