La administración del contingente establecido en el artículo 1° del presente decreto será realizada por la Dirección de Comercio Exterior del Ministerio de Comercio, Industria y Turismo bajo el régimen de libre importación. El 90% del contingente será distribuido por la Dirección de Comercio Exterior, entre los importadores tradicionales de películas flexibles de PVC, originarias de Brasil, de acuerdo con su participación en el total de las importaciones de este producto y de este origen. El restante 10% se otorgará a nuevos importadores en partes iguales hasta agotar el cupo.
