Art. 1º. Corresponde a las Asambleas departamentales dirigir y fomentar por medio de ordenanzas y con los recursos propios del Departamento, la instrucción primaria y la beneficencia, las industrias establecidas y la introducción de otras nuevas, la colonización de las tierras baldías que existen en el Departamento, la apertura de caminos y canales navegables dentro del Departamento y la explotación de sus bosques, el arreglo de la policía local y cárceles de Circuito, la fiscalización de las rentas y gastos departamentales y municipales y cuanto se refiere al adelantamiento interno.
