Son guardianes de primera clase, los egresados de la Escuela Penitenciaria Nacional, que además de haber aprobado el curso respectivo, acrediten título de idoneidad en arte, oficio o en estudios superiores. Los guardianes de primera clase podrán ejercer las funciones de instructores y vigilantes.
