A los varones colombianos de 21 a 30 años de edad, que carezcan del comprobante e haber cumplido su deber militar, de conformidad con las disposiciones que rigen hasta la fecha de entrar en vigencia la presente Ley, se les aplicara esta para efectos de clasificaciones, recargos y sanciones.
