El Ministro de Higiene podrá comisionar a los Cónsules en el Exterior para que con la colaboración de los Auditores Fiscales de la Contraloría en los Consulados recojan cotizaciones de los elementos que sea necesario adquirir en el Exterior directamente, para formalizar los pedidos a que hubiere lugar.
