Los Comisarios Especiales del Caquetá y del Putumayo enviarán al Ministerio de Agricultura y Comercio, cada año, un informe detallado sobre el estado y desarrollo de cada pueblo, y las medidas que convenga dictar para el mejoramiento de la región, considerando que los indígenas deben gozar de las garantías que la Constitución otorga a todos los ciudadanos, y de las prerrogativas especiales que por su condición inferior les reconocen las leyes.
