Si al efectuarse un concurso para ingreso o promoción, los candidatos no reunieren los requisitos mínimos establecidos para el cargo o no aprobaren satisfactoriamente las pruebas que garanticen la idoneidad para su desempeño, se declarará desierto y el cargo podrá ser provisto en forma provisional. Dicho nombramiento no podrá exceder de seis (6) meses. TITULO QUINTO Del ingreso al servicio.
