La Nación creará un programa de becas que se denominará "Alfonso López Michelsen", en el campo de Derecho Internacional Humanitario, el cual será administrado y canalizado por el Instituto Colombiano de Crédito Educativo y Estudios Técnicos en el Exterior (Icetex), según los términos establecidos por el artículo 114 de la Ley 30 de 1992 .
