La persona que despache mercancía a la República de Colombia, no siendo por correo o paquete postal en embarque menor de cien pesos ($100) de valor, presentará la factura correspondiente al funcionario consular colombiano que tenga jurisdicción sobre la plaza donde se haga el embarque.
