El Gobierno Nacional deberá mantener mecanismos que permitan la libre re-importación y re-exportación de libros, revistas, folletos o coleccionables seriados de carácter científico y cultural. Todo de acuerdo con las condiciones internacionales de negociación de libros, en las cuales es de uso común pactar derechos de devolución parcial al país de origen o al país que indique el proveedor original. Con sujeción a las normas cambiarias, tributarias y aduaneras.
