Art. 3° En los puertos en donde no haya establecidos capitanes de puerto, ejercerán las funciones que las leyes atribuyen a estos, i las que se le confieren por la presente, los jefes de resguardo, i en su defecto los fejes políticos, i en efecto de estos los alcaldes de los distritos parroquiales respectivos.
