Dado al servicio público uno o todo el trayecto de cada vía, el Gobierno lo hará conservar por el sistema que estime más adecuado; ya sea por medio de contratos parciales o generales, ya sea por el sistema de Guardas, organizados como los de los telégrafos.

Parágrafo

El Gobierno pondrá especial cuidado en la conservación de las vías de que trata esta Ley, para evitar su deterioro, y reglamentará como lo estime conveniente el sistema que adopte con tal fin.
