El concesionario de Servicio Portador, no podrá conectar centrales telefónicas privadas (PABX), a la red telefónica pública básica conmutada (RTPBC), ni directa ni indirectamente bajo ninguna circunstancia e independientemente de la tecnología que utilice, salvo que el concesionario del Servicio Portador sea un operador habilitado para prestar el Servicio de Telefonía Pública Básica Conmutada (TPBC).
