En el presupuesto nacional se cada año se apropiarán las partidas necesarias para atender al cumplimiento de las obligaciones que conforme al Decreto 3118 de 1968 correspondan al Gobierno Nacional, incluyendo el servicio de los bonos a que se refiere el Artículo 46 de dicho decreto. De manera similar, las entidades descentralizadas de que trata el citado decreto 3118, apropiarán en sus respectivos presupuestos las partidas correspondientes a las obligaciones que adujeren de acuerdo con dicho decreto. En ninguno de los casos que comprende este artículo, podrán trasladarse las respectivas apropiaciones o parte de ellas para atender partidas que no correspondan a las obligaciones incluidas en el decreto que se reglamenta.
