Artículo. 3º El Gobierno no autorizará la celebración de un contrato de empréstito externo departamental si no se le presenta la determinación de la obra u obras que hayan de llevarse a cabo y los estudios que demuestren su conveniencia y utilidad para el respectivo Departamento, como también la ordenanza, por Ia cual se haya autorizado la negociación y señalándose la inversión del empréstito.
