Si el Poder Ejecutivo adquiere para la Nación la propiedad del espresado ferrocarril, puede arrendarlo a las personas o compañías que ofrezcan propuestas mas ventajosas i den las seguridades necesarias; o lo administrará por cuenta de la Nación, si esto fuere mas conveniente, o miéntras puede arrendarse ventajosamente.
