Obligatoriedad de cumplimiento por las entidades regionales, departamentales o municipales. Toda entidad pública del orden nacional, regional, departamental o municipal que expida actos administrativos referentes a mercancías peligrosas, debe observar los lineamientos establecidos en la presente Sección.
