El Gobierno podrá fijar el término de cada medida, dentro de él podrá modificar las disposiciones que dicte; pero si por consecuencia de estas disposiciones se produjere una inmoderada alza en el precio de los artículos alimenticios, que al mismo tiempo eleve el costo de vida, con gran perjuicio para la colectividad, el Gobierno deberá reducir los gravámenes a esos artículos hasta donde las necesidades del momento lo exijan.
