Artículo cuarto. La asignación correspondiente a este cargo será fijada por la Junta Asesora de los Ferrocarriles Nacionales, y pagado por éstos, y el nombramiento respectivo se hará teniendo en cuenta las disposiciones legales sobre la materia, por el Administrador General de los Ferrocarriles Nacionales de acuerdo con los Ministros de Hacienda y Obras Públicas.
