La visa temporal preferencial oficial podrá ser expedida en el exterior por el jefe de una misión diplomática de la República, previa solicitud formulada por el respectivo Ministerio de Relaciones Exteriores, organismo internacional o misión diplomática según el caso y tendrá una vigencia provisional de noventa (90) días.
