Artículo segundo. Las regalías anteriores no podrán disminuirse, pero deberán aumentarse, si fuere el caso, en consideración a las características económicas y geológicas especialmente favorables de los terrenos licitados. Se tendrán en cuenta, para tales fines, los estudios de que se disponga sobre evaluación de la zona, sobre sus posibilidades petrolíferas, su vecindad a áreas en explotación o con reservas probadas, las facilidades para el transporte de los hidrocarburos y, en general, todos aquellos factores que indiquen la existencia de yacimientos comercialmente explotables.
