Los pedidos de artículos y útiles hechos por los Ministerios y Departamentos Administrativos, serán enviados al Contralor General para que este certifique que existe un saldo suficiente para cubrir su importe. Hecha esta certificación los pedidos se enviarán al Departamento de Provisiones para que sean despachados. Si el contralor no certifica que existen fondos suficientes a favor del Ministerio o Departamento que haga el pedido, éste se devolverá a la oficina de donde provenga, expresándose las razones que hubo para su devolución. El Departamento se Provisiones no atenderá pedido alguno que no esté certificado en la forma mencionada.
