Modifícase el literal k) del artículo 4º del Decreto 197 de 1995, el cual quedará así: "k) A partir del primero de enero de 1996, sólo podrán ser inscritos como representantes de los usuarios aduaneros permanentes ante la Dirección de Impuestos y Aduanas Nacionales, quienes hubieren aprobado los exámenes de conocimientos".
