El servicio educativo prestado por los establecimientos educativos estatales es por su propia naturaleza gratuito, sin perjuicio del cobro de derechos académicos a quienes puedan sufragarlos, teniendo en cuenta las escalas y criterios definidos en el presente reglamento y en los que dicten las secretarías de educación departamentales y distritales, atendiendo las disposiciones del mismo.
