En caso de que no se incluyeren en el Presupuesto de la próxima vigencia las partidas de que trata esta Ley, el Gobierno queda facultado para abrir los créditos presupuestales a fin de que este beneficio que se créa para los gremios de los trabajadores, tenga eficaz cumplimiento.
