El Gobierno y las Cámaras Legislativas se harán representar en las fiestas cuatricentenarias de la ciudad de Santa Marta, por medio de las sendas delegaciones que se nombrarán al efecto. La Cancillería colombiana invitará de manera especial, en nombre de la República, al Gobierno de Su Majestad don Alfonso XIII, para que se haga representar en dichos festejos.
