Art. 1. ° Para el despacho do los negocios que corresponden al Poder Ejecutivo nacional habrá siete Secretarías, de Estado, que se denominarán: 1.° De Gobierno; 2.° De Relaciones Esteriores : 3.° De Guerra i Marina ; 4 .° De Instrucción pública: 5.° Del Tesoro; 6.° De Hacienda; i 7.° De Fomento. Por decreto del Poder Ejecutivo se determinarán i clasificarán los diferentes negociados de la Administración en Departamentos que se distribuirán entre dichas Secretarías.
