Articulo 13. Ninguna obra se podrá iniciar sin que el contrato respectivo este perfeccionado incluyendo pago de .impuestos de timbre y derechos de publicación certificado de reserva y fondos expedido por la Auditoría Fiscal si su cuantía lo exigiere y el cumplimiento de las demás disposiciones vigentes relacionados con el respectivo contrato.
