Art. 5°. El 30 de cada mes se sacarán a licitacion $ 20,000 en libranzas para amortizar vales i documentos de 1a deuda interior (Renta sobro el Tesoro al portador i renta nominal de que puedan disponer sus actuales poseedores), siempre que los proponentes se obliguen a dar un préstamo al Gobierno el 35 por 100 en dinero efectivo del valor de sus propuestas i a recibir libranzas por dicho importe i por el del préstamo.
