Facultase al Instituto Nacional de Tránsito y Transporte, INTRA, para que establezca una placa fronteriza para los vehículos y motocicletas que hayan sido objeto de los beneficios previstos en este Decreto. Para tal efecto, deberá tenerse en cuenta la restricción contemplada en los artículos 28 y 31 del presente Decreto.
