En los presupuestos de las próximas vigencias fiscales se apropiarán las partidas necesarias para la construcción y conservación de las carreteras antes referidas, y en caso de que omitieren tales apropiaciones o éstas resultaren insuficientes, el Gobierno queda facultado para abrir créditos y efectuar los traslados que fuesen necesarios, en cualquier tiempo, a fin de dar cumplimiento a la presente Ley.
