El Ministerio de Instrucción y Salubridad Públicas, fijara la fecha para la celebración de la Fiesta del Estudiante, de modo que no perjudique el curso de las tareas escolares, y, si fuere posible, concuerde con alguna de las efemérides patrióticas y teniendo en cuenta el año lectivo en las diversas secciones.
