º . Cuando con anterioridad a la vigencia de la Ley 56 de 1981 se hayan celebrado convenios entre los municipios y la entidades propietarias de las obras para otorgarle a aquellos compensaciones por razón de las mismas obras mediante fondos de fideicomiso, los saldos no utilizados de esos fondos revertirán a las entidades propietarias a partir del primero (1) de enero de 1983.
