La presente ley busca garantizar la implementación efectiva de espacios públicos en los entes territoriales y prioriza las necesidades de niños, niñas, adolescentes, mujeres, adultos mayores y personas en condición de discapacidad para su uso. Esto, a través del fortalecimiento de las funciones del Gobierno central.
