Artículo sexto. La creación y asignación de prima técnica se hará por la Junta o Consejo Directivo mediante acuerdo que requiere para su validez previo concepto favorable de! Consejo Superior del Servicio Civil y la posterior aprobación del Gobierno.

Parágrafo

Para los efectos de creación y asignación de prima técnica, toda solicitud de concepto al Consejo Superior del Servicio Civil, deberá acompañarse de un certificado de disponibilidad presupuestal por cuantía equivalente al cincuenta por ciento (50%) del valor de la remuneración de los cargos para los cuales se hace la petición. *
