Las obras antes mencionadas se someterán a los planos, especificaciones y presupuestos que elabore la Oficina de Ingeniería del Departamento del Tolima y los dineros serán manejados, en su inversión, por una junta formada por el Gobernador del Tolima y el Presidente del Concejo del Municipio del Guamo; y será Tesorero de ellos el Gerente de las Rentas del Tolima.
